Contributions of Dr. D. B. Boralkar in the field of Coastal Regulation Zone Management


1. Member Secretary of Maharashtra Coastal Zone Management Authority

In exercise of the powers conferred by sub sections (1) and (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) the Government of India in the Ministry of Environment and Forests constitutes an authority to be known as the Maharashtra State Coastal Zone Management Authority (MCZMA). Dr. D. B. Boralkar, as Member Secretary of Maharashtra Pollution Control Board(MPCB), also served as Member Secretary of the MCZMA during the years 2003-2007. Notifications issued from time to time are available with the MoEF.The Authority have the power to take the measures for protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the coastal areas of the State of Maharashtra

2. Field Guide to Mangroves of Maharashtra

Dr. Leela Bhosale of Department of Botany, Shivaji Unisersity is author of this book published in 2005 by Shivaji University, Kolhapur and sponsored by MPCB. Dr. D.B. Boralkar, as Member Secretary of MPCB contributed in the Manual preparation in terms of project the coordination andfunding by the Board.

3. Maharashtra Remote Sensing Application Center (MRSAC), Nagpur

Satellite survey & mapping of mangroves in and around Mumbai was done by MRSAC in the year 2005-06 during the process of consideration of a Public Interest Litigation at Mumbai High Court. Dr. D.B. Boralkar, as Member Secretary, of MCZMA/MPCB contributed in planning, coordination and funding of the project implemented in collaboration with Dr. Sinha, Director, MRSAC, Nagpur.

4. Coastal Pollution Survey

Maharashtra has coastline of about 720 km. There are about 18 prominent estuaries along the coast. They receive untreated or partly treated domestic and industrial waste water. In order to assess the impact of coastal discharges of waste waters and to study the impact on structure and function of coastal ecosystem, survey of Maharashtra Coast was conducted by MPCB in collaboration with National Institute of Oceanography (NIO).Dr. D.B. Boralkar, as Member Secretary of MCZMA/MPCB contributed in planning, coordination, implementation and funding of the project. Report is available at the Board’s office.

5. National Coastal Zone Management Authority

In exercise of the powers under the Environment (Protection) Act, 1986 (29 of 1986) the Government of India in the Ministry of Environment and Forests constitutes an authority to be known as the National Coastal Zone Management Authority (NCZMA). As Member Secretary of MCZMA, Dr. D.B. Boralkar attended meetings of NCZMA and presented several project proposals from the Maharashtra State for seeking CRZ Clearance as required under the said Act. Some of the important projects successfully handled were:

  • Coastal Zone Management Planof Jawaharlal Nehru Port Trust.

  • Construction of about 2500 flats at Mahul (Mumbai) for weaker sections.

  • Construction of Buddhist Pagoda at Essel World, Malad, Mumbai.

  • Proposals for amendment in Coastal Zone Management Plan for Mumbai and CRZ Clearances for Building Construction and development projectsin CRZ Area (e.g. Housing Schemes, Cricket Stadium, Foot Ball Stadium, Specialty Hospitals, Construction of Pipelines, Development of Ports and Docks etc.)
