Fighting against POLLUTION to Save Environment
Dr. Dilip Boralkar (65) is well known expert in the field of environment protection. He has functional experience of 42 years in the field of pollution control, survey, assessment and monitoring. Presently he is Free Lance Senior Scientist and does Counselling for Environment Protection. His tenure as Member Secretary of Maharashtra Pollution Control Board and Maharashtra Coastal Zone Management Authority during 2003-2007 was remarkable due to his positive approach, transparent functioning and tough administration resulting in to the increased efficiency of the Board in terms of reduced pollution and increased revenues. He promoted public-private partnerships in the creation of common infrastructure for environmental protection.

The USAID and USAEP gave their “Environmental Leadership Award” on Dr. Boralkar for his notable environment protection work. Under his leadership, MPCB was also nominated for the Indira Gandhi National Paryavaran Puraskar for the year 2006. Recently, he is bestowed with “Paryawaran Bhushan” award by Environmental Club of India, Pune and Regional Office of Maharashtra Pollution Control Board in June, 2014.

Dr. Boralkar has been Member of the Indian Delegation (deputed by the Ministry of Environment & Forests) to the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes. He has been Member of several high level technical expert committees appointed by the State Government, Central Government, High Court and the Supreme Court and made significant contributions while serving on these assignments.

Dr. Boralkar is Ph.D. in Science from Mumbai University (1979) on the subject of assessment of air pollution impacts on vegetation. After a stint of two years as a Lecturer of Environmental Science in a Shivaji University affiliated College at Karad (Maharashtra), he worked in the Central Pollution Control Board and Maharashtra Pollution Control Board and held important positions at different levels. He has several research related publications to his credit and is author of book “Waste Minimisation – A Training Manual.” He is also recognized by University of Pune as Guide for Ph.D. students in Environmental Sciences.   5. Member of the High Powered Committee [HPC] on Management of Hazardous (1997 -2002) Wastes under the Chairmanship of Prof. MGK Menon appointed by the Supreme Court of India in the matter of WP [C] No. 657 of 1995.

  6. Member of Supreme Court Monitoring Committee [SCMC] on Management of Hazardous Wastes (2003-2007) under the Chairmanship of Dr. G. Thyagarajan, appointed by the Supreme Court to monitor implementation of the Court Orders in the matter of WP[C] No. 657 of 1995.

  7. Supreme Court Nominated vide its order dated 18.2.2014 (in the matter of Civil WP No. 657 of 1995 & Ores.) as Expert Member for guidance in disposal of hazardous wastes seized by the Customs (as illegal import) and lying at Jawaharlal Nehru Port Trust. Final Report submitted on 4.3.2014 and accepted by the Hon’ble Court for implementation within a period of two months.

  8. Member of Indian Delegation deputed by the Union Ministry of Environment & Forests (during the year 1997-2003) to the Basel Convention on Control of Transboundary Movement of Hazardous wastes.

  9. Ph. D. in Environmental Science with 40 years of experience in the field of pollution control, assessment, monitoring and survey. More than 45 research publications to credit and author of one book: WASTE MINIMISATION.

  10. Two Years’ experience of teaching Environmental Science subject to graduate students in senior degree college.
